The mayor is Cllr. Balekile Edward Mzangwa who was born on 14 October 1963. He obtained his MBChB qualification and has worked as a Medical Practitioner and Chief Medical Officer in the private and public sector respectively.

The Thabo Mofutsanyana District Municipality has benefited from his extensive experience in local government matters. He served as the Executive Mayor of the Maluti –a-Phofung Local Municipality from 5 December 2000 until 18 May 2011. He also served as the Treasurer of FRELOGA from 2000 until 2004 and as the Deputy Chairperson of the South African Local Government Association Free State from 2004 until 2011. During August 2011, he was elected as Chairperson of South African Local Government, Free State and continues to serve in his position.

He has been a member of the Regional Executive Committee and the Regional Working Committee of the ANC in the Thabo Mofutsanyana Region. He also served as secretary of the O.R Tambo branch of the ANC. Mzangwa is the Chairperson of the Pelenomi Hospital Board and also a Member of the Council of the University of the Free State. He was elected as the Executive Mayor of the Thabo Mofutsanyana District Municipality following the local government elections.
